My assumption for Super Saiyan 4 Gogeta's design is really two things. SS4 doesn't have to have black hair. Vegeta's hair is dark brown in that form. Their eyes don't have to be a specific color either, neither does their fur. Each Super Saiyan 4 could look different. They don't have to be the same. And being that Gogeta is a Metamoran with mixed Saiyan DNA he doesn't have to have any restrictions on what he looks like solely because he became a Super Saiyan 4. He's just a mixed bag of Goku and Vegeta's genes and that is the limitation on his looks
There's also many statements from the GT Perfect Files 2 that add further impact to how great Gogeta's power is. Along with confirming Gogeta's statement about being able to beat Yi Xing Long with one finger if he wanted to, it also describes him as being the strongest warrior in all dimensions and that his power is limitless. The latter is obviously hyperbole, but still paints the picture it may as well be limitless compared to his competition in GT, which includes End of GT Goku regardless of how powerful you believe he may have become.
The way GT took the Sayain's backstory of their true nature and power was actually interesting where DBS just says "god ki + saiyan S cells done". I've always wondered how strong Vegeta would be if Whis trained him in GT and he combined the pure raw Saiyan power of SS4 with God Ki.

But I also wanna give a possible lore explanation, that being that due to Metamoran fusion seeming to be magic based to my knowledge, as well as SSJ4 having red hair covering the body, the two intertwined and gave Gogeta red hair as a result of the fusion.
The only reason I can come up with as to why Gogeta's hair and fur are different from normal SSJ4s is that the artist wanted to distract people from how similar Gogetas face is to SSJ4 Goku.
