99 Silverado Starts and Dies code P1631 B2960 - Passlock Theft System 30min Learn No Tools

- Customer states engine starts and dies after replacing steering column.
The anti theft Passlock system sensor is located in the ignition lock cylinder housing along with a magnet on the lock cylinder.
By changing these components the anti theft system no longer receives a valid learned key code signal and will not allow the engine to run.
A 10 minute learn process involving SPS programming and an internet connected PC can be used.
Alternatively a manually initiated 30 minute learn can be done as shown in this video.

Excellent service
Thanks for watching!
It worked happy happy happy thank you
Glad it helped thank you!
I have a 2002 gmc sierra. Replaced the cylinder, housing and lock cable.
Should the security light stop at 10min? Mine does not. My centech odb2 doesn't seem to show the vots like yours does. I may check one out from autozone. What fuses should I verify? Sorry. Been working on this for a while. Thanks for the video! It was more concise and complete than some of the others I've seen.
Yes, the light should stop flashing 10 minutes after your first start up attempt. If the light never goes out, then the sensor is probably not working.
Could not tell what fuses to check at the moment I don’t have the schematic in front of me.
It would be helpful if you had a scan tool that is able to read the security sensor data. Otherwise you will need to manually test at the Passlock sensor housing connector.
Thanks.
I just bought a Silverado with the 5.3 and it turns on but dies immediately unless I give it gas. Any ideas on what it may be? The security light comes on once I open the door
Possible theft system fault. Needs diagnosis.
Hey DadsGarage , I have a 1999 Silverado starts then dies . Can you please help me understand which code scanner (diagnostic tool ) I need to repair my truck . How good a scanner should I buy ? Can you recommend a brand and model ? Thank you much !

I also like my Top Don.
Thanks.
An antique your working on nice
Seems that way sometimes lol. Thanks for another comment!
Just some added steps, I'd rattle the harness to the pass lock sensor(ignition switch wiring) if the code/voltage changes I'd be looking to replace the ignition switch and ignition cylinder housing anyways. I'd look at this because that's likely a used steering column.
@@rustedhorsepower5132 good info yes I have seen so many of them fail I’m surprised it wasn’t bad anyway. Thanks!
@@DadsGarageDiagnosticSpecialist i replaced a bunch of them in my day. I even had a fake cylinder i built with a magnet attached and a semi-working cylinder housing which allowed me to bypass the system of a completely failed sensor and drive it to my stall.
@@rustedhorsepower5132 I still see them fairly often, but getting less and less.
My security light doesn't come on when the truck is on. Thought it was pump. Got it running again revved up and drove it away and as soon as we cleared the codes it died again. Codes says something about communication with anti lock. But no security lights only when car is off
What kind of vehicle? Thank you.
@@DadsGarageDiagnosticSpecialist 2001 Silverado
@@DadsGarageDiagnosticSpecialist codes say communc with anti theft I mean**
@@DT-kw4rfwhat code are you getting? Does it come back immediately? Usually a security fault will not cause the engine to stall after it has alread started.
So it dies at stops and then will not re start?
@@DadsGarageDiagnosticSpecialist we can't remember what the code said but it was about communication anti theft something...my mechanic went home....it sat forever and today we went to put a new battery in. It cranked up and we drove it around...let it idle for 30 mins and cranking it up ..but as soon as we went to clear codes it won't turn over now... security light does not come on when turn is turned on
For my 2001 chevy suburban ive had a few times doing the 10 min security reset every couple weeks and now neither the 10 min or 30 mins reset works. Any ideas? Almost to the point im gonna have to sell it...
Faulty Passlock sensor most likely. Replace and learn again.
Thanks.
@@DadsGarageDiagnosticSpecialist would that be just the key cylinder or the wires going to it?
It’s part of the ignition lock cylinder housing. The lock cylinder just has a little magnet on it that rarely has a problem.
You have to take the steering wheel off and use a simple and cheap tool to compress the steering wheel lock plate and then it’s easy to replace.
@@DadsGarageDiagnosticSpecialist ill give this a shot when I can. Appreciate the quick response.
@kogykun4928 you are welcome.
Do I have to open the door after every attempt? Mine is currently doing the same thing
Usually yes you need to open the door to cancel RAP Retained Accessory Power and enter a new key cycle.
Thanks.
@@DadsGarageDiagnosticSpecialist ok will try right now hopefully it works had to get some one last time to reset it with computer second time in like 3 months or so
I’m back so it worked out for the truck running but after like 4-5 days it locked it self again and then again any suggestions? And the light stays on after I’ve done the reset
@misamata3131 at that point I usually replace the Passlock sensor which is part of the ignition housing. That is how they typically fail.
@@DadsGarageDiagnosticSpecialist ok I see I’ll have to give it a try it all started happening when I put a new pcm in it
My truck gauges stopped working and only showed battery warning light yesterday after work. it would start for one second and die has codes,
Theft deterrent fuel enable signal not received
P1626
Lost communication with BCM
U1064
Did this before about 3 months ago left battery un hooked overnight and it was running until yesterday
Sounds like a possible network, communication, fault, or missing power feeds from the ignition switch or something.
Thanks.
@@DadsGarageDiagnosticSpecialist how cold I fix this myself or would I have to take it somewhere. I work on this truck all the time just never done computer work I do have a scanner tool.
Check ignition 1 and ignition 3 data with the scan tool. They should turn on and off with the key…. 1:23
Is this a permanent fix
If there are no other faults and you happen to need this done then yes.
Thanks.
Just did a motor swap having issues think it's this
You’d probably have a flashing theft light of some sort. Does it start and then die?
Thanks.
@@DadsGarageDiagnosticSpecialist yea ii trys to start but the light is not flashing I'm also fighting some other stuff too it's been a rough motor swap
@slywolf2025 if it were a theft system problem you’d have a light flashing and it would start and run on starting fluid.
Fuel pressure?
@@DadsGarageDiagnosticSpecialist it has security light just not flashing it bumps just doesn't start like yours
@slywolf2025 hmm at that point you’ll need a scan tool to check codes and data in all the modules, but the engine should still run on starting fluid even with a theft fault.
What kind of vehicle is this again? Year make model? Engine size?
