The content outside of the one clip, including Homer's double finger, was still considered appropriate for a PG rated animated film, which is what the creators originally aimed for. Fun fact very few parents understand about the PG rating: middle fingers *ARE* allowed, and even now, still allowed to have just one F-word, based on the 1976 MPAA rule established after the movie "All the President's Men" was released with an appealed PG rating, despite 11 F-words.
