Dude, I bought a stupid old external IDE drive enclosure and I had this issue. I found you and followed your regedit change. Rebooted and my problem was solved!!!!! Thank you very very much!!! All the way from South Africa.
I did all of these and it turns out my problem is that the USB cable I've been using doesn't work well with my computer so I can't transfer files from my phone to it. I feel stupid now

in my experience, i have to plugin it to usb 3.0/3.1 (color blue) since my flash drive is 3.1 whenever i plugged it into usb 2.0(color black), that error appears. You might consider the type of flashdrive you are plugging in.
Hi. none worked. Best fix: the simplest way is to throw away device in question and buy a new one - definitely, after all your attempts there were newer usb device models appeared. I have tried - worked 100%. cheers..
My problem bcs of COM port issue. This microsoft morons remove that!!!! USB cant be COM anymore! They just degree their product!é!!! Such a disgusting company!
