Interesting . . . yes, the one horn is playing that line by itself. I haven't analyzed the piece, but it sounds like the line is a harmonic fill and not a thematic/melodic element. So, if true, is it still a solo? I suppose it could be. But what if the single horn was playing the same note on the 2nd and 3rd beats of a waltz in order to provide rhythmic emphasis/support. Would that also be a solo? Just curious.

It's absolutely melodic, and absolutely a solo.
It is melodic, and a solo. The line that Tchaikovsky first introduced as a melody becomes harmonic fill when the horn starts playing
