Item level while does have a role to play in some scenarios its the perks that matter on the gear more so than the actual level of the gear. 725 level gear with perks that don't have any benefit to your build will mean absolutely nothing in the long run.
Yeah that's just unfortunate luck there, I wouldn't get too discouraged! There aren't too many other ways to even have a chance at 725 especially for such a cheap investment, I still advise buying this daily

I opened 15 chests and got two 702s. The rest were all sub 700
