quick clarification, ndws ban percentage wasn't 60.9, but couldn't be lower based on the amount of votes that had come in at the time. essentially, if every vote after that was a dnb it still wouldn't have passed the legality threshold
In gen 7, it's only set on Smogon is for Ultra Necrozma(IK Smogon isn't reliable for everything but it's so bad that's the only set), however even then, Dusk Mane is still better for the role due to the fact it's like Protean Greninja and Ash Greninja with an unpredictability factor
I have actually been using necrozma dawn wings in competitive since it was allowed in vgc Sword and Shield, it has a great niche in trick room and now with tera its been better than never, im winning games back to back. Cant wait to bring this thing out to the competitive scene with my team that i have been working on for the past 4 years

Probably because I have never seen a dawn wings in ubers. who made this decision? They should have 1) let it keep all the good things from both necrozma and Lunala's movepools, and 2) Either kept shadow shield, kept Lunala's speed, or both
It's a defensively designed Pokemon with one of the worst defensive typings in the game. Being 4x weak to Knock Off alone is a problem. It's Sp Atk might be better, but with a worse movepool and ability, it doesn't help much. It's just a worse version of Lunala. When team slots are so limited, who would ever use it seriously over Dusk Mane? It's unfortunate because it has a pretty cool design.

Short answer, Loaded Dice. A little less short, LD turns Icicle Spear into a consistent and strong physical ice attack, the thing B-Kyuren ever lacked. And unlike W-Kyurem, B-Kyurem can boos it's attack and speed with Dragon Dance since gen 8, so yeah, in the current time, B-Kyurem is actually better than W-Kyurem. Edit: Oh, and now it also has Scale Shot, so now B-Kyurem it's the upgrated version of Baxcalibur.

If I could make a Top of Worst Legendary Cover/Major, we would have on the podium Zamazenta Hero in Top 3, Kyurem (Base form and Black) in Top 2 and in Top 1 to Necrozma both base and Dawn Wings, is so bad this form of necrozma, that the only viable format that was good was in VGC of its respective gen. but when we moved to a new one, simply the earth swallowed it, bad covers, questionable typing, depends on the tera, and is no longer in UUbers, to personal criteria never use it and never will use it, compared to other legendary even niche alnenos something can do, but Dawn Wings in Ubers is like putting Mismagius in OU "by Technicism"
I would probably say the worst one that’s actually usable (so no cosmog/cosmoem/kubfu) is calyrex normal, then Entei, then probably regice. If we’re only counting legendaries that were in Ubers at any point, then I would agree with your list, maybe swapping out kyurem for giratina

If any of the original regis got recover, then they'd be UU probably. But as it stands, Drago's in RU, Steel's in NU, Rock and Gigas are PU, and Ice is ZU.
It's funny that NDW is one of the few cases where species clause makes a pokemon worse. Having to forgo using one of the best pokemon in the tier just to use NDW makes it seem a lot worse than it actually is. Calyrex-Ice has the same problem where because Calyrex-Shadow is such a metagame warping pokemon that you're just handicapping yourself by using the inferior form. Makes me wonder which Kyurem would have gone through this if they had remembered to give black Icicle Spear and DD in gen 5
I think it really boils down to its typing. Psychic/Ghost is defensively clapped. Like seriously why wasnt Lunala Ghost/Fairy or why wasn't Necrozma a steel type, so we could get a Steel/Ghost DW?
Tldr It doesnt have shadow shield And stuff about opportunity cost I havent watch the vid but its been an issue in the past when I or my foes ran it iy just didnt do anything

It was about 80% at the end I think

To be fair to Dawn Wings, they didn't design it to have prism armor. That's just Necrozma's ability.

Any Kyurem is worse than Zekrom because of an inherent Ice type and because the Ice type always implies horrible design decisions that ruin it.

Well, Kyurem-Black wasn't even Ubers for years. It only 'recently' got banned from OU, after getting icicle spear in gen 8.
