It's true that there are some occasions where you can get away with casting a somewhat older voice for a character who is debatably a teenager (Pazu in CASTLE IN THE SKY, for instance), or a woman who can pull off a boy voice voncinginly (OUTLAW STAR and METROPOLIS's Brianne Siddall), but yes, it IS more ideal to have children play children. It's one of the reasons I like NYAV Post's dubs so much as well as NADIA's dub. They go out of their way to cast children who are untested and yet can still rise to the challenge.
Exactly, it's much more believable when children aren't voiced by adults! A lot of times, when adults attempt to do younger voices it comes off as unnatural sounding or cartoony. I cannot stress this enough, and sadly it's a rare thing too in most dubs. ( and I'm not a dub hater either, just spoiled by the better dubs that have been produced throughout the years )

I watched the sub version last night. I cried. It was such a touching story. The art and animation was clean and it was cute too.
