Because the amount of space taken up by a parking space is similar to that of a studio apartment, and costs a lot to maintain. You wouldn't expect to live rent free, and with cars it is no different.

Al you have to do is slide a skinny piece of metal under it and release the suction on the cups. I'm a commercial Glazier I use those cups every day, they are very easy to release without using the actual release
You can use liquid nitrogen to disable the tracking computer for alarm, then cut the plastic to remove the computer, then use a needle to break the suction cups.

You could just put one of those anti frost covers across the front of your car if your really that worried about it. They make ones that lock on to the vehicle by running the straps inside the car.
Another thought is you could weld your wipers from being able to bend backwards. Then just leave them on at a diagonal when you park somewhere where barnacles happen. Then use a grinder when you need to replace the wiper blades and re-weld afterwards again.

I understand a parking garage or private parking lot, but maybe public streets should be free parking? Cities want businesses and businesses need customers more than I need to pay to park on your public street.

All these people saying they'd destroy it or toss it aside, but it's there because they know who you are. Which means they'd just send you the bill for the device, fines for tampering, fines for damaging city property and they just tow it right away next time.
They would have to prove you were the one that removed it or destroyed it. Even more, if you took it with you after drilling through the electronics there would no evidence that it was either destroyed or stolen, only that it and the car are missing.
They would have to prove in a court of law that it was installed and that it was properly installed by someone with certified training in that particular brand and model of device. And, then if they can prove those two items, the city would need to prove who had taken it off. This would be pretty much insurmountable amount of testimony, and would result in the case being dismissed by a pissed off judge.
