More than 1,000 rescue personnel were deployed to evacuate stranded residents and to seal the breach across a 77-metre (252-foot) area in Xiangtan city, CCTV reported. Authorities in China's northeastern city of Dandong set up 45 flood gates to prevent rising waters in Yalu river from entering the town that borders North Korea, CCTV added. Gaemi, which killed dozens of people as it swept through Taiwan and worsened seasonal rains in the Philippines, has affected almost 630,000 people in China’s Fujian province, with almost half of them being relocated, state news agency Xinhua reported.

The footage of that man who is swimming on the water is clearly a propaganda stunt as you can see that he is struggling to swim indicating the water is shallow and someone on the edge of the bridge is clearly standing with the water only up to its feets.
