When I went to school in Massachusetts (WAY back in the 70's and 80's) the "AC" was a 5' tall oscillating stand fan and the window shades mostly pulled down to keep the sun out.
We learned to carry paper towels with our books to wipe down the desk and seat before each class.

I was bounced from Alabama to Arizona to Texas to Louisiana back to Arizona to Georgia and then to North Carolina. I finally decided to retire in Georgia. With the exception of Arizona, which is dry and hotter than I think hell would be, I've been stuck with the Southern humidity for 3 decades. On the West Coast, people are more active because they can actually go outside, don't have to drink their air, and don't have to worry about having a stroke from the heat. My home town has three elementary schools, a middle school, a high school, and an alternative education school. Only two of them have a/c, and one of them is only in one building. The issue with adding a/c is that these buildings are old and can't really be retrofitted efficiently, plus the power draw required. Buildings one hundred years old often have to choose between computers and a/c.
Heck, even the 20 year old middle school was constantly tripping breakers because too many things were plugged in at once (computers, copiers, etc).
