Op Snap: Just some of the dangerous driving captured on camera in Devon & Cornwall in 2021

  • More footage of dangerous and unacceptable driving in the South West has been released by the Vision Zero South West road safety partnership and Devon and Cornwall Police’s Operation Snap.
    It comes at the end of a year in which Devon and Cornwall Police issued almost 1,000 notices of intended prosecution (NOIP) to motorists who were caught on camera driving illegally.
    Video submissions have been made by members of the public using dashcams from cars, vans and lorries as well as from helmet-mounted cameras used by cyclists, horse riders, motorcyclists and other road users.
    The police want to send a clear message to road users - if your driving behaviour puts people’s lives at risk, it’s only a matter of time before you are identified and held to account.

    What is staggering is the complete inconsistency of the punishment. That orange BMW overtaking on double whites, and almost hitting an oncoming car deserved way more than a course.

    Excellent. Need to start a campaign to catch people that tailgate. It goes on non stop and they pose grave danger to innocent motorists

      I’ve found that the worst tailgating is by mini drivers (usually blonde women - no, I’m not joking).

      The severity of the punishment will partly depend on previous convictions and the number of points that the driver has on their licence.

    04:15 they both need a fine. If you see someone being a **** just slow and let them join. By intentionally speeding up and not letting them in you're committing a reckless driving offence yourself and escalating an already dangerous situation.

      I disagree. There's a whacking gap in front of the submitter's vehicle and they're travelling at a constant speed. The slip road continues for ages and so they probs expected the offender to speed up and go for that gap. I also would have.

    1:03 That guy getting 9 penalty points is pretty screwed, that many points on your license is a 174% increase in insurance on average!!!

    What is so depressing is that many of these incidents are more than "careless and inconsiderate" and are downright dangerous by any measure . . .
    Continued leniency and paltry fines will not deter in the slightest . . When we wake up to that fact we might be able to make some progress

      I agree, there is a huge difference between 'careless and inconsiderate' driving and outright dangerous driving that could have resulted in fatalities or life changing injuries

      @@manu-tonyo9654 . . The law seems to struggle with that distinction, it seems to rush for the word "Accident" and punishes accordingly . . We need a better way of looking at these occurances . .

      Is it something to do with being able to prove the charge from a submitted "public" dashcam? I guess a policecar with calibrated equipment etc may be a different case?
      I'm just surprised at the variation in points awarded, from 3 up to 7?

      @@johngreen8693 No, it's very easy to determine speed from video evidence by calculating it from the time taken to cover a distance, for example the time taken to move from one catseye to maybe the tenth one onwards, or dashed lines in the middle of the road.

      @@johngreen8693 Maybe, but to be honest, some of the clips I saw would immediately get your license revoked in The Netherlands. Most likely not based on public gathered and submitted video-evidence but only by a caught-in-the-act by a police officer, but I don't get why a car obviously fully braking (seen by the flashing brake lights) to avoid a head on crash, gets a training course, while some other drivers suffer far heavier consequences for things that look 'just' inconsiderate.
      I wish we did something similar in The Netherlands, by now only investigations are launched into certain drivers when multiple complaints come in or multiple video-evidence is brought to public.

      As a traffic cop here in D&C, we also feel your pain. We really struggle to get dangerous driving prosecuted. I had a job last year where a driver performed a dangerous overtake where there was insufficient space to do so, left 45m of skid marks on the wrong side of the road before hitting a vehilce head on. Eleven witnesses, all saying it was dangerous, and an admission to dangerous driving in interview. He was charged with dangerous driving, but pleaded not guilty on the day knowing full well that the CPS would accept his plea to due care, rather than take it to trial. Which they duly did. It drives us mad, just as much as it does you, believe me.

    I've been banned before for going a bit quick on an empty dual carriageway. This clown nearly killed someone and they got 5 points?! That's a joke...

    Anybody considered the fact that Cam footage can be very deceptive in terms of perspective and distance? Also the potential for a cammer to bully another road user until they retaliate then submit the edited footage. The victim will then be punished for their retaliation whilst the instigator gets away Scott free.(I AM NOT CONDONING RETALIATORY DRIVING) Simply making a point. It can be difficult to correctly and fairly enforce traffic law in person. To do it remotely seems completely unfeasible. However it is completely feasible that some idiots will make a point of doing exactly this(thus causing more incidents of dangerous driving) There is no substitute for police presence and hands on policing of our roads. Though like smart motorways it's a good revenue booster and of course that's what really matters isn't it?

    The strap line is that Dangerous driving will not be tolerated. Every single one of these was prosecuted for careless driving. What exactly do the drivers have to do to be prosecuted for dangerous driving? I would consider crossing double white lanes, overtaking, and driving towards oncoming traffic and barely missing them would qualify. Come on, I am genuinely interested. Why do you go for the lesser charge?

      If you get caught doing 45mph in a 30 zone, your punishment will be more severe if you already have 9 points on your licence than it would be if you have a clean licence with no previous convictions.

      @@QuentinStephens So how any near misses? Compared to say that from motorists? As an advanced driver and a keen cyclist with 40 years on the road (only 30 years driving), I can tell you that the threat from motorists is thousands of times more.
      Your bias is obvious and frankly ignorant of the facts, the data from the government proves that people on bikes actually kill and be at fault LESS than pedestrians! The 2019 report on cycling safety stated this by looking at court reports over a 5 year period. FOUR pedestrians died in a collision with an at fault cyclist, pedestrians caused their own deaths when colliding with cyclists 6 times, and there are other pedestrian deaths caused by pedestrians harming others. Then we get to motorists who kill around 1700 people every year and upwards to 1800.
      But keep focusing on the group that does the least amount of harm!

      @Graham Cook Nope, how about insurance for the million or so that drive and don't have it. Also you get free 3rd party insurance through your home insurance, most club cyclists get theat free when they jpoin the club and other cyclin g orgs give it away free. Why is it free, because the risks compared to motorists is tiny. It's not feasible and would require insurance for oeds as they do more harm
      Typical ignorant motorists state cyclists need licence plates and insurance.

      5 points for coming with a couple of feet of murdering someone, while crossing a solid line. "Inconsiderate".

      Some will plead guilty, and receive a lesser penalty as a result. Some might have a history of traffic offences, some might not have any insight as to how their driving affects others. A multitude of things feeds into sentencing, not just the offence.

      Each is punished depending on the exact circumstances, which have not been included, and whether they pleaded guilty, also not included, but can be inferred from those that ended up on Driver Training Courses that these drivers admitted the offence.

      it's usually done on how fast the perpetrator responds to the court and the circumstances around them as no two incidents are the same.

    The Range Rover mounting the hedgerow was lucky there were no drainage ditches there. He’s have dug in and flipped over. Also lucky that nobody was walking there.

    I see this daily, unfortunately my local police will not prosecute for ANY of those offences as they REFUSE to accept camera footage as a report of any offence. On twitter a few years ago I posted a 4x4 going through red lights as pedestrians were on a crossing, they said they wouldn't be able to use car camera footage that is time and date stamped as evidence! More like they couldn't be bothered and still can't be when compared to how well other Areas approach this.
    They would not even question a man that was about 2ft off my bumper as he had poor eyesight as it turned out his father in law was a local police officer and his sister in law was a WPC. Unbelievable.

    Had a holiday (using a car) in Cornwall and never seen so much dangerous driving and speeding
    On the third day we decided to plan traveling time in off peak hours ,as before this time ,it was just relentless white vans screaming around the lanes and filling the rear view mirror. Vans coming the other way just could not stay correctly positioned on the road and constantly cut over the centre on bends.
    No need for this local "get of me land" aggressive driving.
    Will never holiday in the SW of England until this plague of self entitlement and aggression is under control.

      It's optional, I believe. The training courses cost and take a day of your time when you could be earning and are arguably more effective at curbing drivers behaviour.

      You can only do a drivers training course once every 3 years. So if these people are 2nd time offenders, they have no options but to take the points.

    Some of these fines are much more than a burglar on benefits would get for breaking-in and robbing someone's entire livelihood, and that's only if you do the Police's job for them by collecting evidence!

    @4.30: Who got the punishment here? The vehicle joining was at speed and visible by the camera and therefore ahead, the vehicle on the carriageway should have yielded. Alternatively the vehicle joining the carriageway should have joined to the rear of the car already on the carriageway. Answers anyone?

      Who? The cammer was in a line passing the middle lane, as was the white car in front. Beyond that it's unclear, but it's impossible to tell in such a short clip if people are passing or not. The fact there is only one car in lane 1 is a bit suspect, more likely what happens is one or two cars go into lane 2 to overtake a slow vehicle in lane 1, that pair only go 70, probably even 65..., then the rest of the motorway has to go into lane 3 to slowly pass with a 5mph difference.
      See it all the time on the M18/M1, You can be doing the speed limit, 65 or 60 even in lane 2, holding back to not undertake cars all bumper to bumper in lane 3 all because some twat right at the front is doing 70.1mph overtaking a car doing 69.9mph. Everyone bailing into lane 3 to pass then spreads out all the cars in lane 3 and slows down the back of the queue.
      I've taken to the approach that if the lane to my right is going below the speed limit, I will mostly match speed, but then slowly undertake all the fools piled behind each other until I catch whatever is ahead in my lane. I'm not undertaking, I'm just travelling in my lane at at the speed limit... IDK what those other fools are up to diving slowly in lane 3.

    I have been a lorry driver for nearly 43 years and have seen plain car traffic police do things to encourage motorists to do dangerous things as in overtake sports cars as if they want a race them and when the sports car take on the challenge they are pulled over, I've also watched them try to slow lorries down before a hill forcing the lorry driver to overtake them to keep thier speed up to prevent a lot of changing down and causing a lot of slow tail backs behind, even an ordenary policeman don't like traffic officers they say they think they are the elite and perfect drivers , yes they are trained to a high standard and witness some horrific scenes, but it's all done by procedure, police officers need respect or society breaks down, BUT respect needs to be earned.

    Some of these incidents are a joke, the car entering from a slip road onto the dual carriageway, what you dont know is that the grass who made the film maybe the type of person that deliberately refuses to give way even if he can, is it illegal to drive past a damned bike now, these parasites on bikes are a menace on the roads, they think they own them, bikes should give way to cars, not the other way round, as should the idiot drivers who want to drive out on country roads at 30mph holding up others who actually have to get somewhere for a reason.

    Every police force should have this service. I have sent some stupid driving into Cheshire Police before and two drivers were taken to court, but it takes time to fill in their required statements when the video clearly speaks for itself.

    The last incident seems pretty innocuous to me. Ok, it was tight, but the driver was at least signalling their intent, and didn't really cause the filmer to brake. Naughty, yes, impatient, yes, but not dangerous or even inconsiderate.

      We have police in Australia booking people based on dashcam footage. The ruling here is that the registered owner get's the fine. They can elect another person as being the driver at the time of the incident but have to sign a statutory declaration.

    Audi drivers are some of the biggest clowns on the road. It’s like they know they have to have a really bad standard of driving and everyone else should know it too. The fines aren’t big enough, the bans aren’t long enough.

    There should be a method to apply this to inconsiderate cyclists too. Those that skip red lights. Those that jump onto the pavement to skip traffic lights. Those that use their phones while riding or ride with no hands on the bars.

How about pedestrians walking out in front of a car or a cyclist, with headphones on or looking at their phones, do they get points and charged too, why not? What about drivers hwo drive onto the pavement, charge them with careless/dangerous and a hefty fine, given that many are killed when motons mount the kerb and drive onto the pavement itself, surely a minimum 6 points and £500 fine for driving on the pavement right?
      I think you'll find that by the standards set by police, cycling through a red light is not careless riding and the millions of drivers that do this every day and get away with it even when they cause a colision just puts your comment into perspective. Also riding whilst using a phone isn't careless in and of itself, that only applies to those using killing machines.

      @@fastjaydub Thousands of people riding bikes have been fined/punished AND some imprisoned for their infractions. The fact so few people on bikes harm others or do damage is why insurance and licence/ID marks are not required.

Jumping red lights , not stopping at pedestrian crossing when small children and elderly people have been hit. I get London may have an amplified issue though.

      That slip lane at Buckfastleigh is pretty long and has great visibility, I used to use it several times a day. There was no excuse for him to force himself out like that. Plenty of room to either accelerate to get safely infront or back off to merge behind.

      A lot of other county police forces have websites where you can post dash cam footage of dangerous driving. I believe Yorkshire police have a particularly popular one.

    In the clip of the 2 cyclists in Gorrington, I hope you prosecuted the 'camera' cyclist for tailgating the bike in front. That was far more dangerous than the 'close pass'. There's no brakelights on a bike to warn of a stop, and the lead cyclist may have had to swerve to avoid a pothole or object in the road that the second cyclist could not have seen because they were unsighted by slipstreaming the bike in front.

    Really looking forward to the day when all cyclists have to ware a hiviz vest with an ID reg number allocated to the individual not the bike. They should also have to have 3rd party insurance to cover other road users and this would definitely reduce the amount of cyclists riding dangerously.
    But we all know this will never happen 🤔🤣

    90% of those London cyclist videos, happen all the time in London. Its standard practice and completely normal here.
    I've seen police vehicles, (not on response), and driving instructors get that close to cyclists.
    Some of the driving displayed but the car drivers in this video is very dangerous, though, and they deserve the penalties that they get, in most of the clips

    I'm just wondering if, Grant Shapps gets his way, and registration numbers on pedal cycles ever becomes law, will we be seeing careless and inconsiderate riding offences charged against cyclists? At present, cyclists enjoy an evident immunity to prosecution because they are not identifiable, yet they are by far, numerically at least, the greater proportion of rule breakers. Yes, the offences may seem minor, even petty, but ignoring red lights is just as lethal whether it's a bicycle or a motor vehicle, likewise 'bobbing and weaving' in and out of other traffic, incorrect use of pedestrian crossings, defective vehicles, riding without lights after dark, failing to signal where it would be of assistance to other road users, riding on a pedestrian way, riding the wrong way in a one way street, and the list goes on......... If registration becomes law for bicycles, I for one will be submitting video of such offences - lots of them, I do not doubt! Just like law abiding motorists, law abiding cyclists will have nothing to fear!
