Cap can take on a serious Spider-Man, boxed with Thor, and has beat Wolverine. Plus many more that outclass Shredder. MCU Cap is still very powerful even though comics version is stronger. The fact that Cap has access to Stormbreaker AND Mjolnir its a clear win.
Imo wolverine and Spider man have no chance against this shredder. Thor is a top tier character so yeah he is capable of beating him but only if he has a weapon. In hand to hand combat shredder destroys any mcu character

Thor, Black Panther, Winter Soldier, Killmonger, Shang-Chi, Namor, the Eternals, Thanos all lethal combatants, some with immense power. A couple of mutant turtles & a rat & facing different counterparts is a walk in the park for Marvel characters tbh.

MCU characters are so weak that any of the four 2000s Shredders or Agent Bishop could take almost any of them.
