£3.6million? I'm guessing Serco provided a list of approved contractors. Am I right?

Our (local) club wants a to upgrade our clubhouse to include an indoor range. We've estimated it would cost about $1M AUD. The local government has decided it would need to accomodate quite a bit more, the cost has gone up to about $3M AUD. That's too expensive so they won't do it.
