Point weight refers to field points or broadheads, and all their components so yeah you can add the outsert weight to the total weight. Hope this helped.
For the first mark, it says 10. Is that suppose to be zero? Where and when would that change if you're shooting at 20 yards?

I’m assuming they specs are straight from the manufacturers via a little research.
