The Emperor of the Daleks who reigned during the Time War is notable for many reasons - he was arguably the most powerful Dalek ruler of all time, he led the Daleks during their more ambitious campaign, and after the downfall of his Empire he went on to establish a zealotic cult of hybrid-Daleks who worshipped him as their god.
