I Haven't yet tried this paint on Urethane plastic or rubber, or foam. but i tried it on Epoxy and it didn't work at ALL.

can it be used on latex?
Yes it can, with the FLEX additive added.
Does it have the adhesiveness to properly paint 40 or 50 shore urethane.
Hi there! It has been used on some urethane rubber, but many different urethane rubber formulas are available. It's best to do a small-scale adhesion test before undertaking a large project.
Is the waterproof and safe for aquarium ornaments?
You would want to seal it with an aquarium safe sealer.
