I'm pretty sure it was developed not because of the smaller scale of conflicts; but because the smaller suits of the Cosmo Babylonia were kicking the Federations aging Jegans asses. So the Federation went back to develop a new smaller scale to compete and the Heavygun was born. To be honest I'm pretty sure the real reason these smaller suits were developed is because of the down turn in Japans economy at the time. Gundam depends on Gunpla sales and now making the 1/144 scale super tiny and making 1/100 scale the new 1/144 it helped them save materials. Considering they are still selling for around the same price but your getting less plastic.
This. Jegan has no place on the battlefield anymore. By the time the Crossbone Vanguard appeared Jegan, even the high mobility ones, were absolutely destroyed. So EFSF went with a more formula type MS. Still though, even if Heavygun can kick Jegan asses it's also the case that late Universal Century was super peaceful until the war with Jupiter Empire, at least compare to early UC, and they really did restrained Heavygun and G-Cannon offensive capabilities due to that. You can compare it with Anaheim's heavygun counterpart, the Hardygun. That thing was armed with actual beam cannons and all that.
I think going small is a right move. Just look at how ridiculously giant the Neo Zeong and Penelope are. That take a lot of money, materials to operate and repair. But they still got beaten left and right.
Actually, it first saw action During the Mars Zeon Rebellion a few years before the events of F91 took place and was developed thanks to SNRI's formula series
I wished Bandai would make a modern Heavygun

This is probably one of my favorite MS in the Rgm line in my opinion.
My favorite is by far the Jesta. However the Jesta is an elite special forces unit unlike the Jegan or the Heavygun... Still the Jesta is RGM line.

Kind of hard to tell when the heavyguns were getting wrecked as much as the jegans in f91.
