I was a Los Angeles area police officer. This is how promotions work. Assume 2 Sergeant positions open up. 10 men and 1 woman apply. She will get one of the positions and the men will compete for the other. This continues all the way up the ranks. There will be times when the female applicant won't get the promotion but that will only happen once because of the threat of a lawsuit over discrimination.

In fact, while women makeup about 20% of any departement, they’re less represented in leadership positions than that - for example, women makeup around 13% of captains. Worth doing the research here!

Insurance companies saw these factors years ago and raised rates for areas prone to such events and later refused coverage. That said, I do enjoy your phrasing.

The way you speak is novel and interesting but ultimately hard to follow because no time (seconds here and there) to process one thought is given before the next one is driving at you at 100 mph.
