A border would do nicely. I generally just do a single crochet around it to cover the carried yarn, then something simple (double crochet) for a larger border, since the pattern itself is rather busy.
I am confused about how the (8+3) multiple equalling 35. I want to do a blanket size but am confused how to figure it out. Do I (8+3) × 12 to equal the number of chains I need?
8+3 in crochet means "multiple of 8, plus 3." Specifically, that means take any multiple of the number 8, depending upon the size of the item you want to make (e.g. 8, 16, 24, 32, 40, 48, 88, 800, 1600, etc.) then add 3 more to it to get the starting chain number. For example, 8 times 4 = 32. Add 3 more. You get 35. Therefore you would start with 35 chains.

Could you do a picot in the 4th stitch of the fan if doing a 7dc/tc fan? or the 3rd st if doing a 5dc/tc fan?
