I think it's the Netherlands Radio Symphony Orchestra directed by Jan Stulen, during the Liszt Competition in 1996, which yielded the first prize to him. In the jury, there is, among others, Earl Wild, Cyprien Katsaris, Arnaldo Cohen, Boris Bloch, Andrej Jasinski, Jan Wijn.
Yes I was also questioning who was the orchestra ? Great interpretation ! amazing pianist with beautiful qualities. Like you say, both scenic and artistic, technical...good continuation ! :) Bravo !

This was technically a phenomenal performance but I prefer Enrique Paces winning performance a tad bit better. He seemed to give a more passionate intense performance imo.
