Or, in case of a planetary/colonial evacuation, this shuttle bay could hold thousands of refugees no problem. In truth, it's the only explanation for a ship that could very easily accommodate a crew of 10000 only having crew of 1000.
Deck 4 is the ground-level of the Main Shuttlebay, with high-plan to Deck 3. The main bridge would be 2 decks above the central area. If you look at the external surface of the ship, top of the saucer, behind the bridge there's an ultra-wide garage door like angled surface. That's the Main Shuttlebay door. It's much wider than shuttlebay 2 or 3's door. I ended up buying my Oculus Rift just so I could join the VR Testing group for this when it was going. I miss Stage9. Downloading updates was as exciting as new episodes of the show. More to explore every time.
If you're really get puzzled about budget, trying to think about other sources to build or join the Sol starfleets. In other words, your Venus Nordic, Martian subterranean, and Antarctic neighbors maybe doesn't lack of budgets to build something new...

One of my favorite unseen parts of the galaxy class starship's is the main shuttle bay. Although we're missing a couple of shuttlecraft types.

Also You can remove the santa hats but that takes downloading a couple tools and unpacking the game. I did it, it's not that bad.
Oh you also need ReVive if you're using WMR, otherwise the perspective is super messed up. I use it.
