Yes, Balam should be a 3-seater. They gave him two hip-cannons and just to make them useless right away.
Because they ran out of budget for the project and scrapped the whole concept until they needed it to fight Erginus with.

They disables the lasers to output more power to the fists. This type kd WF Balam was made for fighting the big bois.

Why balam have their gun-like things in both of shoulders, but it didnt shoot?
That's a good question. The Balam Laser Fort can use his guns (Balam Type-F can't), but they do a pitiful amount of damage and are hard to aim with.
