What do they mean by the Vegas "legal district"? Is this where the lawyers live, where the law offices are, or where the courts are located?

Courts, though I imagine law offices tend to be near court houses. If you head on over to google maps and search for Las Vegas Justice Court, you'll see a concentration of courts right there, along with palm trees. I mention the trees because the defendant here is reported to have said, "for the biggest revolt the country has seen… to ensure not one palm tree in the legal district or the Strip remains standing"

They're probably quoting his words from the letter. There is no formal Vegas legal district.
