Dream Beyond Sometimes, sadly, that is the best thing you can do. You shouldn't risk your own life when danger is near. Save yourself so you can save others later. Especially if you're trained in doing so. A doctor's life in these situations could mean the difference between 1 person dying and 10 people dying. It's one of the most effective ways to take down a shooter without a gun of your own. The problem is, there's pretty much a guarantee that some people in the group will get shot and/or killed, and most people are too terrified of being part of that unlucky few to even think of charging the shooter.
Commenter839 just think that the last scenario is the only option to survive. If you are using the two options before hand like run and hide, the likely hood of getting killed is very low. Fighting should be last resort only because by then all other options have been spent and you pretty much are dead either way. Especially if you're trained in doing so. A doctor's life in these situations could mean the difference between 1 person dying and 10 people dying. It's one of the most effective ways to take down a shooter without a gun of your own. The problem is, there's pretty much a guarantee that some people in the group will get shot and/or killed, and most people are too terrified of being part of that unlucky few to even think of charging the shooter.

Commenter839 just think that the last scenario is the only option to survive. If you are using the two options before hand like run and hide, the likely hood of getting killed is very low. Fighting should be last resort only because by then all other options have been spent and you pretty much are dead either way. In UK there is a similar emergency countermeasures for weapons, but there is not a fight there because they know most people don't won't to face gunmen.
If you ever find yourself needing to fight, this could be a good combination to daze the attacker in close quarters.
*1. Step on their feet* It'll most likely cause feetthe attacker to flinch. or even fall over, giving you the upper hand.
*2. Elbow them in the facial area* the elbows can be a pretty good body part, and if your close enough, use them.
*3. Attack their weak spots* If the attacker is male, use your knee to hit their crotch. This will most likely really stun them if you do it hard enough. If the attacker is female, use your elbow to jab them in the breast area, as this would also stun them.
*4. Get them on the ground* If you see them stunned by the weak spot attack, knock them down onto the ground so they are unable to fight back and cause further harm to anyone.
