the modern game is too confused by rules for the refs to call every infringement. we wouldn't even have a game if the refs blew every penalty. I'd love for a simpler NRL where the refs don't need to "manage" the game, but there are too many officials, rules, HIA and injury concerns etc.

the ruck is the problem, players walking forward etc. the answer to scrapy problem areas is to slow the ruck down, make players play the ball properly, using the foot to roll the ball back. It will give players and refs the time to get on side, the ruck has to be tidied up.
