In a 1956 episode of Sky King called "Rainbird" the hero ends a drought by cloud seeding, then has to rescue people from the floods he caused. In real life, noone rescues them.

It's more than just controlling rain clouds or storms. The ones creating and controlling the storms can control where even the rain drops fall. More specific even where the first two raindrops fall! Control has new meaning to me.
Alberta also has a weather control program and has for many years paid for by insurance companies they seed to reduce hail damage.
Weather manipulation has been around for decades. No one ever heard of cloud seeding!

Want to know about "controlling" the weather? Do a thorough investigation of the HAARP system. It is located in Gakona, Alaska and is a no-fly zone.
The DoD sold it or gave it to the U of Alaska Fairbanks in 2015. It's used for basic science experiments now, which you can read about on the university's Geophysical Institute page.

This has been happening for decades and the USA was the first to do it. The HAARP “research center” in Alaska is one that the US gov owns and uses to do whatever it is they are doing.

I was part of a USAF "weather war" study back in the 1970s, and the amount of chemicals needed to create even a limited, temporary local effect was determined to be highly challenging, with significant impact on weather patterns essentially out of reach.

2008 Hurricane/tropical storm Ike, made landfall in the gulf, moved northeast and inland, losing strength as it did so. Quickly down to a tropical storm, then a tropical depression. It continued as normal for a couple days, but then magically as it approached the Ohio Valley, somehow regained strength back into a strong tropical storm, just shy of hurricane strength. 70mph straight line winds, with gusts reaching nearly 100 mph. Damage was pretty intense, with a good percentage of the area being without power for weeks.
Supposedly, it is scientifically impossible for a hurricane, tropical storm/depression to gain strength like this over land, yet it happened. Never before in recorded history had this happened, and it hasn’t happened since. I’m amazed more people don’t talk about this, as it seems like some obvious proof of tampering to me. What’s even crazier, all within a year, not only did this event happen, but also an ice storm that had similar results, and a not terrible but noticeable earthquake occurred, all in the same area.

Unrelated, but stuff like this makes me wonder if humans have been just as advanced as us or more advanced in the distant past. Humans have been around for ages and have proven to be perfectly capable of unbelievable levels of creativity and advancement. If technology like weather manipulation becomes advanced enough i dont see ahy we couldnt for example wipe out entire nations with floods. Like imagine if this was use to create a tsunami in the Mediterranean sea. We've already shown ourseves capable of wiping out all life on earth woth our nukes. Whos to say humanity hasn't done that in the past? Created something so powerful and destructive that it wiped entire cities away like Sodom and Gomorah or Atlantis or something.

Like imagine if China did have tech this advanced and used it to flood the entire coastline of California into the sea by flooding it from the Rocky Mountains and Colorado river. That plus a tsunami powerful enough could make LA a modern Atlantis. It could even turn the Salton sea back into a proper sea connecting to the Gulf of California.

The University of Alaska Fairbanks owns HAARP now. They're not using it for weather modification. It's very expensive to run and maintain.

There is a Hill Malaya giant sitting between China and India. If there is any chance for the cloud to travel between the two countries, it will be some very minimum northbound traffic from India into China. Hint: the vast Tibetan plateau is an extremely arid area and will not generate any significant cloud. Therefore there's hardly any chance for the Chinese to steal any rain from India.
