The inablity to swim by many black people has nothing to do with poverty, nor is about having limited access to pools, its a matter of priority in peoples lives, they’re working hard to pay the gas and electric bills/No one has time to go swimming when they have bills to pay.
I believe the number of black people who cant swim is not as high as in Ireland who Olympic squad apart have a very low swimmer per population numbers if anything its now probally increasing ?

I suspect that they mean the latter but what poor English for a University to use!

It was part of the school curriculum at my junior school to go and learn to swim. Transportation by coach from school to the local swimming pool.
Same when I was at school and our swimming lessons started as soon as we started school so from primary at age 5.
