Edit half a year later: turns out a surprisingly large amount of early Mavericks are like this. Wheel Gator is violent and just wanted to tear things up, Bubble Crab was a greedy ***hole and rival to WG, etc.

He built the robot masters from 2 and 5, he and light built the ones from 3 (except Shadow Man), and he built half of the ones from 7 and 8.
So yeah, a lot of them he at least helped to build, the rest being either stolen or modified for combat (so he gave them the weapons they use).

Dr. Light is lowkey pure evil. Makes a sentient robot capable of feeling uncomfortable fabrics, seals that robot away for decades, makes that robot an itchy sweater, then guilt trips the robot to wear the sweater knowing he'll be itchy, laughed at, and beaten up for wearing the sweater. At least Dr. Wily was honest about being an evil prick.
