From what we gather, the head does not specifically need to be torqued to a certain force, so long as it is tightened slightly past hand tight, just to ensure the gaskets and grommets are pushed down correctly. We did see a few people stating it should be between 6-7lbft of torque!
While you pose a very good point! My friend here did not have the time to paint the cover as he is slightly impatient XD, plus needed the car so decided to just buy a new one. Keeps it OEM as he likes it too :P I would have painted it myself if it was mine.

Yes the one which we purchased from Honda did indeed come with these seals and gaskets

You could just paint it and put new seals, but nice video, paint ( wrinkle paint ) costs 20 euros and gives a very nice finish
