It's not depend the cooler, it's the gpu and resolution if you go beyond 1080 the cpu got less stress and all power depend fron gpu. Thats the reason that 4k benchmarks are very similar because is the same graphic card just with different cpu that are practically the same.
I have a ryzen 7700x - rx 6750xt - 32g ram. I think im going upgrade for the rtx 4070ti, with one should I get the gigabyte? the azus? the msi? whitch is the best one for me ( I play with 240hz low settings and stretch res)😉✌️.
Any of those are good so just choose what fits ur budget and aesthetic if u care about that. If ur thinking of the ventus or gaming trio cards both have good cooling solutions and would relatively fit well into any build aesthetic. The gigabyte one is alright on the lower end and a lil too big on the aorus master version imo. Asus ROG strix also falls into that category but imo makes up for the aesthetics and then fucking tanks it again on prices. Asus Tuf is good too and maybe not too big bordering it.
Intel is not future proof at all, lga 1700 is already dead and there will be no more cpus, am5 will be suported for many years and even 7500f can handle 4070ti in 1440p, i reccomend at least 7600x or 7700

Definitely a settings issue. Make sure your ram in bios is set to EXPO. Also, may need to set your cpu in bios to a higher setting. (I would look up a vidoe on this) but they both should not be at low %’s unless the game is optimized bad
