nah he had to use,the gap was too big and akuma ultra is not easy to land like ryu, the mistake he made was the same at both rounds,after the knockdown he should have back off
Level 1 U1 with Akuma still does a ridiculous amount of damage as it's never scaled unless it's after a focus. I don't know any Akuma player who would advise against it as you aren't going to get a meterless punish to do anywhere near that much damage.
I think Ryu is good but is not as strong as akuma, Akuma can make a damn good combo like Ryu, but lacks the stamina/HP, they are both very good characters, but i personally prefer Akuma, and Oni
