    So you do not sew or mark on the outside of that 1/4 in mark

      The line you draw is your stitching line. The line should go from the 1/4" mark to the edge of the border. You are stitching from that 1/4" mark to the edge of the border. So, when you lay your ruler down on the diagonal, the edge of the ruler should pass through the 1/4" mark...exactly.

      It's the point where both 1/4" marks meet.
