Almost, though nearly all European shorthaul flights seem to have buy-on-board except Airfrance and KLM. Economy fares now come with checked in suitcases rather than cabin bags which I find unusual as it raises handling costs.

Aer Lingus introduced a buy on board service for short haul over 20 years ago, it’s not exactly new.
