Is he considered a Sith? When a person turns to the Dark Side, they gain that 'Sith Eyes'.
Qimir doesnt have it.

Yes he his. Sith eyes don't always appear on sith. Count Dooku was never seen with sith eyes and Palpatine had normal eyes whenever he was in his chancellor persona.

Do you remember Darth Tyranus (Count Dooku)? He was a sith lord but he didn't have the sith eyes.

Only when one has truly embraced the darkside will they get the sith eyes dooku and qmir still have some sense of goodness in themselves dooku and qmir have become sith with good intentions only when sith denies all forms of hope or love will they gain the sith eyes or your just a pureblood
