Cho didn't want to cause immediate distress hence why he acted the way he did. He loves both Jane and Lisbon, but wanted to remain strong for the rest of the team if she was telling the truth. He's always been the emotional rock of the series.
When she goes "what would you say" and he replies with looking at the phone, and saying a very high pitched ehhh. it just totally proves that he loves her!!! i wonder what he would have said if she hadn't caught his little "if," and pressed the matter.
He certainly does have his moments when I think he wants to tell Lisbon how he feels. BUT, I think he worries it will mess up their great friendship they have. I agree with you completely.

i just realized that when Lisbon is really furious with Jane's antics, she would call him S.O.B., just like in the one on S6E22 (if you've watched it, you know which one lol). it even played out nearly the same way, with her realizing an off little detail from the information she was given with. i don't remember other scenes like these tho, maybe the second one is just a nice touch/recall to this scene
