Notice how he has only 3-4 henchmen whilst the other Chem barons have dozens of them. It’s because of his enhancements that he can literally fight most people in Zaun by himself so doesn’t need an army like the others who are just normal humans.
This dude was way too cool and way too interesting to be a one off villain. He should have at least survived till the end. Be a recurring character, something like a nemesis to Jinx or Sevika. Season 2 was scrambling for time and Smeech didn't suffer from it, but he definitely didn't get to thrive as a character. His quest for Jinx gets set up and resolved in nearly consecutive scenes with him. He even got his own little introductory stinger when he appeared before Jinx which is such a characterizing touch to make before he was killed off. I think the show handled him as best they could given the time, he's basically a narrative representation of temptation for Sevika to hand Jinx over and give up her old loyalties.
