A genuine apology is never read from a paper but it comes from the heart. If an apology is sincere, that means you are very regretful for what you did and you should be thinking about it all the time. So you don't need a pen and a paper to express the feelings that you feel every single day and night.
But by your logic that means the victims don’t need a pen or a pencil and a paper to express how hurt they are by what he did.

Sorry but that is just a silly take on sincerity when expressing your feelings through a speech. There was a really great article in the New York Times about someone who was always nice to this person yet he was a bully (he wasn’t provoked in any way when he threw an apple at her head and laughed while she cried).
She hates the narrative that “if only everyone was nice to him this would’ve never happened”, I agree with her. There was obviously something much bigger going on in his brain.
Yes, he is a sociopath, likely has a personality disorder or 12, and was born with FAS. Read an article.
I dated someone that hated the world and only trusted me. He would often say; 'Emma, you can't trust anyone in this world, except for me. And I can't trust anyone, except for you."
He would try and make me conform to his idea of the ultimate trustworthy person, which usually just meant "sitting on the couch in silence and waiting for him to finish his videogames, so we could have coitus and then he would go back to videogames." He would often warn me, that there would be 'hell to pay' if I ever hurt his feelings by cheating, which I was not planning on, so I just said; 'Honey, you know you can trust me' and accepted his anxieties.
Then, one day, I did something that broke his trust, it had been 4,5 years (8 years of knowing him) and I had taken a peanutbutterjar out of a cabinet that was broken. It had rotten away for all those years and he simply 'didn't want to clean it' and so I took it out of the cabinet and threw it away. He had previously told me to not-touch the rotting peanutbutter, because he was hoping to motivate himself to do it, in the future.
I normally wasn't allowed to open cabinets either, without permission (a strange rule that I accepted, as to respect his anxieties.)
So you can imagine the rage and frustration when he found out.
Bottomline, I am still in therapy. It's not about 'being nice' to someone, when they stop trusting the world, you can be the nicest person éver and they will love you at first and they will punish you if they feel you 'betray them.' There is no mercy then.
