with a roadbike you does not have to be a profi or to have a special equipment to drive about 40 per hour a few hours.... therefore when 30 is allowed it is not a problem for someone to pass you up

That last one makes no sense...if a bike can pass you up, you're clearly driving WAY BELOW the speed limit, not AT the speed limit.
