That's strange, since Haruka Tomatsu is one of the most talented singers and voice actors of this generation, at least in Japan. And she did her role as Zero Two perfectly in most eyes, as it was one of the few bright spots in this show.
I like to think of them as two different versions. The Japanese version is more of a cute sounding teenage girl and the English version sounds like a more mature, grown woman. Neither of them are bad and their characters remain the same but when it comes down to it, I honestly prefer the English version. Fight me.

Thank you. Everyone seems to hate on anime dubs just for the sake of hating it because it’s a dub. Sure, the voice acting ain’t great but it’s actually really difficult to do dubbed voice over and I don’t think people realise that.
Personally I like hearing the japanese due to it being the original source and well, reading subs is oddly relaxing and theuraputic. As for dubs, I do agree with other people that there are some subs which weren't done with a lot of thought in them, so the hate probably goes to that a lot. But on the other hand there are quite a lot more with amazing voice acting! Where there's lots of emotion put in and obvious effort which is to be respected. Especially in Naruto! That one straight up has some better voiced scenes in dub than the original japanese! Like the Pain and Madara speeches.
