Does ANYBODY know: Once you've added more pictures to an album you've already shared, how do you share that same, updated, album, with the same people? And, how do you know if they've been notified?

No. But it will give access to other links you created to share with some other person. I was unaware of this till today when I shared a video through the Google photos link and when that person hit thr back button, he could see all my other links I shared with different people.

You can use the share button (either on the web or on your phone) to generate a link. Send that link either as email or SMS to your phone and open it. You should then have access to the photos from that album.

My phone doesn't have any of those "buttons" across the top! This video is useless. I did figure out a way to create an album, but I can't figure out how to share it.
Sorry it didn't work out for you. Also, the video is a couple years old. There's a good chance that Google has changed the app a little bit in that time. In the future, though, let's be considerate that someone spent a lot of their time and effort creating a video before calling it useless. We're here to make the internet a kinder place.
I think what you might be looking for is the ability to share your entire library with another person. If that is the case, check out this Google Help article: support.google.com/photos/answer/7378858?co=GENIE.Platform%3DAndroid&hl=en
This isn't true. You can actually share your entire library with a single person. Or you can share a single album. But it doesn't share your entire library with your whole family. (Unless you're all sharing the same Google account, in which case, that's expected)

You do need internet to be able to get your photos in to the Google Photos service.
