I love this scene because it shows deep down Jonah isn't such a bad guy which I feel is the core of the character that some adaptations get wrong. He may be an insufferable prick at times but in the end he will do the right thing and sticks by the people he knows are good and even though he hates Spiderman he won't undeservingly slander him like we see with Eddie Brock and his fake pictures and was willing to print a retraction even if it killed him.
Even in the first movie right after peter parker sells him spiderman pictures the green goblin is threatening him with death with peter just outside his office and he refuses to give up his source to save his life and lies to protect peter. Hes an insufferable prick but he had morals.

If the other person stole it from you then no, it wouldn't be stealing to take it back but if you sold it or let someone else have it and then you took it, that would be theft. That's what got O.J Simpson locked up because he thought he could steal his trophies after he had given them away.

If you have a rival and they continuously give you a good competitive spirit, it’s upsetting when they’re gone. You’ll essentially feel empty. I feel like Jonah Jameson in his heart when he sees that Spider-Man has returned is super excited that he’s back. It probably gives him a good sense of purpose in his career.

I feel like Jonah Jameson in his heart when he sees that Spider-Man has returned is super excited that he’s back. It probably gives him a good sense of purpose in his career.
