It might not be the hardest, but it's widely accepted to be the song you bust out after class, by the storage racks, to flex on the clown who chair tested behind you and let him know not to waste his time with a seat challenge, but more importantly, not to waste your time because you have tests to study for and video games to play.

How incredible is it that we live in an age where any violinist could take a measly 30 seconds of their time and literally have Paganini's, a most-revered musician and secretive person, sheet music right in their hands instantly. In most other time periods it would've been virtually impossible to get the sheet music for something like this, let alone having a lot of people who were able to play it anyway.
If there is one good thing about the internet, it's that we musicians have a ton of access to anything we could ever desire to play. That is a relatively new concept, and I imagine that the ubiquitous exposure to this music for all modern day musicians will only be able to take it higher than the generation before it, and higher than any generation that has preceded them. Cool stuff. In terms of musical talent on instruments in general, we are seriously a whole lot better at our instruments than anyone in Paganini's day was (except for the man himself; but what do you expect? he made a deal with the devil to get where he got lol) just because of the roads that people like Paganini have paved for us. Such an important figure.
