Killing them both is easier.
Well , if it scripted ... the guy who was going to be executed will report your crime ... then naturally lose his head

If you are referring to Alduin, trust me, you do not want to spare him anyway.
@@drewbeauchesne1116 hes talking about the blades quest where they force you to kill paarthunax to progress
How to avoid Paarthurnax quest (spoiler warning):
Complete College of Winterhold and civil war questlines, and befriend the orc librarian before looking for the Horn of Jurgen Windcaller. That allows you to defeat Alduin without any help from The Blades, enabling you to simply not initiate the Paarthurnax quest to begin with.
(Since the civil war is over, no need for negotiations: just convice the jarl to let you borrow the dragon trap. Since your orc friend is a scholar, he can help you find the Elder Scroll instead of The Blades. You can literally just forget about them after they send you to the Greybeards.)
CAUTION: DO NOT VISIT THE BLADES AFTER DEFEATING ALDUIN. THEY'LL ONLY MAKE YOU THEIR RECRUITER AND THEN ORDER YOU TO KILL YOUR HOMIE.

Greg always seemed like a bit of a Pooh-Bah (Lord High Everything Else in the comic opera: The Mikado). Pooh-Bah is first lord of the treasury, lord chief justice, commander-in chief, lord high admiral, master of the buckhounds, groom of the back stairs, archbishop of Titipu, and lord mayor, both acting and elect, all rolled into one.
First choice that came to mind was the first choice of Infamous Second Son.
“Confess or I will brutalize your tribe.”
“I won’t confess.”
“Suit yourself.” (Brutalizes the tribe)
“Alright, I confess!”
“I don’t believe you.” (Brutalizes the tribe)
There is only one way to save that man. At the begining of the whole game, when you entered the first dungeon, you should have looked in the second room, behind the statue. You should have pulled the lever. That would have opened a hatch. There you would could find a gold ring. You must give the ring to the npc at the enter of the northest dungeon, that ring belonged to his wife (if you don't have the ring, chek you didn't sell it to another npc). He will tell you the location of the legendary razor blade. This item has low dps, but combined with the millenial broomstick you can buy at the sothest Shop, you can craft the best weapon of the game. That's the only way you can kill the Mammoth at river coast and lut the horn. Once you own the horn, it will unlock a new dialogue option to speak with the executioner: "horny negotiation". You will only have success if you have 20 points of negotiation, 25 of persuasion, 28 of charisma and 32 of Diplomacy.

Best case scenario in my opinion is that the choice does matter, the issue is resolved and it effects the entire game afterwards. The third scenario is it doesn't solve the issue but the choice does give you helpful information or lore that is related to future choices. The worst scenario is when nothing changes at all.
