@@nono7117 The Combine might not have been as strict back then since they were still adapting to Earth or did not have much military/enforcement on the planet. This meant that they allowed citizens to wear their own clothing instead of provided uniforms or it could also be because in half life 2 most citizen's clothes were not suitable for wearing anymore and had to accept the ones distributed by the Combine. The second theory is the most likely.

You missed one small (but interesting) fact. In the game files, a texture for a “wasteland citizen” can be found. The texture isn’t much, just a brownish-yellow texture. Chances are, it was supposed to be a citizen who inhabited the wasteland. Multiple fan recreations exist, mostly just gas mask citizens with a yellow uniform rather than green
Those combine in the half life alyx one arent metro police in gmod they are called: "Beta Combine grunt." and in the final release of half life alyx there is a mteropolice and the combine grunts are separate npcs.
Well the game would definitely take longer to make. They’d have to add alternate paths through the game where if Gordon killed almost all the rebels they would try to fight him too. But most hard drives at the time wouldn’t have enough space for all of that game data and production time would take almost 2 or 3 years longer but they’d lose all the hype for the game then.
They wouldn’t have made extra paths as if they were causing the timeline to change up. The rebels would retaliate against Freeman until there were no witnesses left. If Gordon killed any important characters the game would just load back or these characters would be impervious to the player’s damage.
