B-36's Incident Report:
"On Saturday, August 19th, 2023, I was patrolling in the Hardy area. Sharp County Dispatch advised to Be On the Look Out for
a white Ford pickup with Mississippi license plates. The driver of the vehicle was involved in an altercation in which a small
child was kidnapped in Mammoth Spring Arkansas. Continued updates revealed the suspect was the father of the child, who
had no legal parental rights, and he had assaulted other family members to gain control of her. It was also relayed that he was
possibly armed. The vehicle was believed to be traveling south toward Hardy.
The Hardy officer on duty stayed inside the city limits, with a clear vantage point of Highway 63, to watch for the vehicle. Sharp
County Sheriff, Shane Russell and I drove north of town on Highway 63 in an attempt to locate the vehicle. Shortly after, Hardy
Officer Dan Gallagher made contact with a white Dodge pickup displaying Mississippi plates, that matched the description close
enough that he felt a traffic stop was warranted. Gallagher and another Sharp County Deputy, Bryce Trivitt, made contact with
the driver and passenger of the vehicle.
After hearing of the traffic stop on my county radio, I headed in that direction. When I arrived, Gallagher was at the driver’s
window and Trivitt was at the passenger’s window of the vehicle. I exited my unit with the intention of holding at the rear of the
suspect vehicle, at least initially in a backup role. As I approached the vehicle, Trivitt, pulled the child from the passenger’s
window and ran in my direction and towards his patrol vehicle. As he did this, the suspect vehicle sped away.
Hardy P.D. was closest to the vehicle, therefore, they were initially the primary agency in the pursuit. I quickly closed the
distance and joined the pursuit. When traffic conditions allowed I passed the Hardy unit and took the primary position just over
4 miles into the pursuit. I quickly closed the distance that had been lost and regained close contact with the vehicle.
For approximately the next 2 miles we navigated through traffic as I waited for an appropriate time and place to attempt a TVI.
While moving in for the first attempt the driver braked hard, with the intention of avoiding the TVI or disabling my unit. I was able
to avoid hard contact on that attempt. Again, more traffic had to be navigated before another TVI could be attempted. Being
familiar with the road, I understood that the next location suitable for a TVI would be several miles further south of our location.
Once traffic cleared, I moved in for another attempt. Once again when I moved in the driver braked hard. However, during this
attempt hard contact could not be avoided. The TVI was successful in stopping the fleeing vehicle long enough for Sharp
County Deputy Hunter Taylor to force it off of the roadway, and into a tree line. The collision during the TVI caused sufficient
enough damage to the right side of my unit that it skidded off of the right side of the roadway and became disabled.
When my unit came to rest I exited it and approached the disabled vehicle. The passenger fled on foot followed by the driver.
Gallagher, spotted a handgun in the driver’s possession as he entered the woods. When he made us aware of the weapon, I
returned to my unit and retrieved my rifle. At some point during this time the driver fired shots randomly into the air. Gallagher,
to the best of my knowledge, kept him in sight. When I returned, Gallagher and Taylor pointed me in the direction of the fleeing
driver. We made contact with him on Vagabond Road, in Ozark Acres.
When we made contact with the driver, he pointed a handgun at his head. He was enraged and did not want us to follow him.
He stated that he was going to kill himself or he wanted us to do it for him. During the initial part of the encounter, he continued
to back down the street, facing us, with the firearm pointing at his head. At one point, he fired the weapon directly over the top
of his head. We ensured him that none of us wanted to hurt him and that we wanted him to put the gun down. We followed him,
as he slowly backed down the street until he came to an intersection and stopped.
Shortly after, other officers began to arrive. Gallagher seemed to have built some rapport with the subject; therefore, we
decided it was best for all communications to go through him. After some time had passed, Sherriff Russell arrived on the
scene and took over communication with the subject. Sherriff Russell convinced the subject to lay down the firearm and he was
taken into custody. My role from the point in which Gallagher took over communications until the subject was taken into
custody was providing lethal cover.
Charges were filed in Sharp and Fulton Counties.

FLEEING - FELONY - VEHICLE OR CONVEYANCE 5-54-125(d)

@@OG-ROB Counties don't have the authority to charge people for felony crimes like kidnapping. That's done by the state, like district attorneys or the state attorney general's office.
Do you have the police chase that occurred on 6/18/23 involving a dodge charger that started in Lawrence County and ended in Fulton County between 5 am and 7 am?
Outstanding job of Deputy Trivitt grabbing the child from the vehicle. Great job by Officer Gallagher, Trooper Bates, and all involved.
This type of situ could have gone very bad for not only the child, but everyone else. I have no pity for anyone that puts a kid in danger like that.
I didn't even see the trooper grab the baby out of the truck when I watched the first time. Glad I read the news report. That was a slick move.

My heart breaks for the Mom. Thank God He didn’t have any rights to that baby(child). He will never see that child again, praying for that to happen. Trooper Bates is an Angel, saving that baby from this evil man.
Actually it was County deputy Bryce Trivitt who pulled the kid from the truck. He was the guy that ran to his pickup at the beginning of video. Bates was the guy who pitted them later.

I am so impressed I’m at a loss for words, I can only imagine the fear the child’s family must have felt even for the short time. Children go missing all the time, it’s easy to hide away or secretly hide and the family never sees them again, this was amazing and thanks for sharing this story. Let this be a lesson to those who think they will break the law in Arkansas, you better eat your wheaty’s or pack a toothbrush.

Sherriff's deputy grabbed the kid, he was the guy that ran to the pickup at the beginning. The trooper was the guy who pitted him later.

At 2:13 The building at the left with the high fence around it is a medical marijuana dispensary. I’ve only been that direction once. I was headed north to look at a tractor in Missouri. Trooper Bates knocked him off the road 12 miles from our farm. But they were headed that way.

Well done all. Excellent thinking to grab the child as soon as possible. It's great AST and LE at all levels and jurisdiction in Arkansas are TRULY supported all the way to the Governor's office. I couldn't begin to imagine the horror and helplessness the father experienced. Thank goodness this ended with a reunion. This is why we support our men and women in LE.

Great action by the deputy. He scooped that child right up and out. At least that gave the other units carte blanche to just hammer him and his truck without fear of harming her. Hope suspect gets locked away from a long time.

Why aren't spike strips placed under the stopped vehicle?
No two situations are the same and many variables/details matter. The priority is getting yourself to the vehicle as quick as possible. Even aside from that, laying a spike strip under a stopped vehicle, especially one with a 'captive' child in it, is no guarantee at all that the vehicle won't take off anyway and still be able to go 80 mph or more. Many fleeing spiked vehicles have done it and you don't want to make a vehicle 'more' unsafe/uncontrollable when there's a child in it.
If he was already driving at a high rate of speed and fleeing, that changes things, yet that also depends on variables.

Did anyone else see the spot that showed up on the right of the screen by the tree line around the 17:54 mark. When you see it, the spot is floating and has a whitish center. The spot floats upward and then appears to be darker in color and forms more of a round shape. Then a few seconds later there is a round object, possibly the same one I saw a few seconds before show up left on the screen in the sky. Then it floats upward. At first I thought it was a bird but I saw a bird flying around. It looked like a bird flapping its wings. This object was not a bird.

I noticed the officer used tactical maneuvers to stop the suspect I would have worried that the baby would get hurt since the knowledge of a car seat is not known... I hope the young officer that has kids doesn't wonder where they got the F word at
