Goku black as an A? & Cell as a B? 💀 naw nope Cell is Z tier arguably tied with Frieza as best villain and fights in all of anime and in the DB series
Cell's character just digresses throughout the arc. Imperfect Cell ironically was perfect. He had a sinister way about him, his actions were measured, he resorted to tricks when backed into the corner. Once he becomes perfect he loses his mojo and basically becomes a boring Saiyan who wants nothing but to fight for satisfaction like Goku.

Cell- He's a test tube baby made from the cells of Saiyans, Namekian, Human and Frieza's race😁 who only wants to be complete/ perfect. Smart fighter overall taking his goal(s) one step at a time.
Frieza (Z)- BOSS OF ALL BOSSES! He's a prince and is regarded as the strongest in the universe who wants e eternal life. He's family is feared throughout the universe. He has 79 planets named after him, his own spaceship and goons. He has two body guards and his own private army. He has his own hoover pod to fly in to save on using his own power. HE ENSLAVED THE SAIYANS AND BLEW UP PLANET VEGETA! BOSS VILLAN!👍
Baby- King of his own people and planet UNTIL the evil Saiyans landed there, killed ALL his people and took over his planet (didn't spare the women or children you DAMN SAIYANS!😠) Now he just want his people and his planet back.......and Goku dead of course. He wish his planet back, get his people back (throgh possession of people on earth👍) and ALMOST killed Goku. The way he went about it is genius, but WRONG since he took free will away from the earthlings, BUT YOU CAN UNDERSTAND WHERE HE'S COMING FROM. How would YOU feel if this happened to you?🤔

I personally love Cell and Super Buu putting the former in Z tier and the later in A. They both show a certain level of cruelty an cunning like Cell powering up early on by devouring and entire city while avoiding fights until he's strong enough, and I know people might not think much of Super Buu's brain but when he was out matched by both Gotenks and Gohan he split off a piece of himself to absorb them without them noticing. The moment where Super Buu turns Chichi into an egg and smashes her in front of everyone was a cold move that had impact.
It's hard to call Beerus a villain and he was basically won over by food. Jiren is a nothing burger of a character, all he was was and obstacle, his back story, personality and motivation were milk toast at best and he was about as much of villain as Goku considering they both had their universes at stake.

The only thing I’d change is to put Beerus in C Tier. As a God of Destruction, his destructive powers aren’t really all that formidable when he can be won over with some good food. I agree with the rest of the list though. Cell Max needs to be put in Y Tier, as in why was he even created. 🤦♂️

Frieza in the Z category, I understand. But, also I think Cell deserves 2b in the Z category, for his inevitable character development that especially shows after he absorbs the Android twins.

If you ever do a definitive version of this list, you gotta not be choosey with the supporting antagonists, and just include them all. Whenever there’s a villain that serves as the active threat for a chapter or more, they deserve a placement imo
Also, 2:23 Tien’s development didn’t stop at the 22nd tournament. He was still an overly prideful rival to Goku during the King Piccolo arc, until Roshi rounded out his edges and convinced him to pursue the less glamorous win-con (ofc that failed but that’s a different story). In the end Roshi’s approach of collaboration still proves to be correct, as Tien would have died without Goku jumping in, and Tien returns the favour by saving Goku.
By the 23rd tournament he was like Goku’s most trusted ally and is easily the most effective of the heroes after Goku.
Now…Z. That’s when Tien fell off 😢
Btw if you dont give each invidual form of Buu or the main Buu's Fat,Super AND Kid Buu then that makes the list lose credit to me because each form were almost completely different beings and had different levels of evil and how good or bad the villian was! Like Kid Buu was the perfect villain because he didn't care about anything other then mass destruction and death! Kid Buu was so ruthless that he had intentions on destroying other word which would have wiped every other villain who died out from existence

Yea imo every ‘Heavy’ should be included in rankings like this, as well as the main arc antagonists.
I'd say Tien's development technically never stopped but became so minimal that it practically was non existent after the 23rd Tenkaichi Budokai.
He became Goku's second in command during the 23rd tournament. Everyone else was dead, incapacitated or just generally uninvolved when the King Piccolo situation was at it's peak. At that point, Goku, Tien and Roshi were the only ones there who had ever been in a life or death battle that determined the fate of the entire planet. So Tien was the one Goku discussed sensitive information with despite being closer to Krillin and Yamcha. Almost like two war veterans analysing the situation while the recruits do their thing.
Plus he had that moment where he had to confront his past against Cyborg Tao which left him with a scar that's persisted through the rest of the series and every sequel series afterward.
Then there's his moments in the Saiyan, Cell and Buu sagas. And his performance in the Universe Survival Saga.

16 is my favorite android, I think he has far more likable attributes to him than 17 and 18. easily the most slept on villain turned hero in the story I'd put him in Z tier

I don’t see y buu wasn’t ranked higher, buu showing up was rlly showing the only main villain that goku HAD to kill, he was a rlly dope villain, black air force active of laying out the whole cast AND destroyed the planet and they NEEDED the dragon balls, I need more reasons on y he wasn’t placed higher😭
I'm rlly impressed on how Frieza was handled in super
Goku was the main villain of the series. He was completely happy in heaven training, while his children needed him and never even met him. When the world with all its innocent people, all their families were in danger, he wouldn't solve it. He would simply try to win a fight, and then give them another chance to destroy it again, just for his entertainment. He was so much worse than Vegeta was, so so much. Everyone was so right when seeing him as the villain during the final tournament. He didn't know those universes would be deleted anyway, his simple logic was to see how strong he was. He literally was friends with the omni-kings. But he didn't even talk to them to convince them to.......not...delete all the other universes.
I mean remember Vegeta sacrificing himself, literally asking if he would ever be able to see Goku again (and fight him, his biggest passion).....he did it anyway. Goku always had the luxury he loved to be in heaven and train, he didn't care about his family and I think he always thought they would bring him back, because they needed him to save the world....
He seemed to have mercy, when not killing someone like the other villains may have done. But he simply was too afraid he would never face anyone that could make him stronger.
My list:

Big Tune must be smoking CRACK to put Baby in B tier when he's a Z tier and the BEST villian in the franchise!💯 How would you feel as being the king of all your people having your world ripped from you by the Saiyans. They spared NO ONE, NOT EVEN THE WOMEN OR CHILDREN. All Baby wanted was his people and his planet back and to kill Goku. He got his planet back and people back (throgh possessing humans instead of killing them👍) He ALMOST killed Goku, but we know how that turned out. What he did is no excuse💯 BUT I CAN SEE WHERE HE'S COMING FROM💯

Cell and Zamasu are higher than Frieza in my opinion. Both cell and zamasu killed Goku.
Honestly the only thing I'd change is Frieza from Super. I don't really think of him as any different, just that Resurrection F could have been a much better movie. Frieza was never going to be much of a threat to Goku and Vegeta due to their new found power.

Thank you for making a twn minute video, but if cutting time is short, may i suggest doing a tier lost of the main 3 arcs. Frieza, cell, and buu. Then break down the villains of each one. Maybe the frieza arc needs a part one and 2...or just needs to be about 20 minutes. Then make a final video that takes the best half of your individuals and compare them.
Why did you say the cell did not seem evil until the odds were stacked against him he absorbed to teenagers to become perfect and he asbored a lot of humans I would say he is evil.
In the video I said I agreed Cell was evil, but it was before he achieved his Perfect Form. And absorbing the teenagers wasn’t necessarily evil, it was something he was designed to do. But Imperfect and SemiPerfect Cell are both really good villains to me
