Technically, the command blocks could move the same speed, regardless of the clone limit. To help with construction of roads and things, I have created tesselations of a structure, and then put the command blocks inside the cloned area. By using chain command blocks, teleport commands, relative positioning, and some scoreboards to prevent race conditions, the same result here could be achieved, with a theoretical maximum speed of 20 segments per second being placed, chunk loading permitting.
Yes it could be achieved, another problem that I didnt mention in the video could be that the chunks that you are cloning from also need to be loaded. Now with smaller designs this is not a problem, but in my case I really needed to load as few new chunks as possible to keep the file small.
To be honest I just respect the effort and time that went into this video, along with its production quality. That gets a sub out of me if nothing else.

At that point why bother? Just create an unmodded world and call all of the terrain your bridge! But somehow it doesn't feel like that really counts...
