When designing the original courses, they probably didn't know how much the console could handle, so they played it safe. While for the DLCs, they already knew the technical limitations so they could be a lot more creative. To be fair, rendering the city is probably extremely cheap. Each building only consists of only a couple of polygons. And they can reuse the same models and textures over and over again.
