No it’s richer this way it must me on the lowest and after all steps and time just keep cooking took me 7 min more for me . And the type off milk makes a difference as well .
No, it definitely will cook in the milk! But I used jasmine rice which cooks more quickly than traditional white rice. Jasmine rice also has a naturally sticky texture when it's cooked, so it's perfect for this dish.

I've actually had rice like this before, not to this extent, it was just Minute Rice with butter, cinnamon, & sugar, & I like it 🙂 - after what I saw here, I might go further next time 🙂
Here's an alternative without starch: Boil water, one cinnamon stick, rice, and a pinch of salt. Instead of adding whole milk, add a small can of evaporated milk. Make sure it's the evaporated milk and not sweetened condensed milk. Finally, add sugar to taste. Been following this recipe for years, never had a complaint. It always comes out creamy. Adding whole milk makes your arroz con leche very watery. Evaporated milk makes it creamy.
This recipe turned out great! Amazing flavor. But when I cooked mine, I had to add about 20 minutes of cook time. Not sure if having an electric stove changes things, but I had to add time with mine.
I’m currently making this. And as I’m opening up the pot to mix the milk, cinnamon and rice mixture. I’m thinking “Man, maybe I shouldn’t have cut the recipe in half. 😫”
